Strengthening India-France Defence Ties: Enhancing Submarine Capabilities and Strategic Cooperation

France is one of India’s key partners in establishing a self-sustaining defence industrial and technological base. Both countries are pledged to working together on the co-development and co-production of advanced defence technologies, including those focused on other third countries.


India and France have been closely collaborating since 1947 when they started diplomatic relations with the establishment of their strategic partnership in 1998. This cooperative endeavor is based on mutual trust, a shared belief in the principles of the United Nations Charter, and shared values with regard to international law.



India's strategic partnership with France is vital for strengthening maritime security within the Indo-Pacific region. Indian naval defence cooperation serves as one of the pillars on which this collaboration rests, and the Scorpene submarine project is one of them. This Make in India project will foster not only technological transfer but also enhancement of India's commensurate submarine capabilities. Therefore, the trust, common values, and commitment would be nurtured over decades to come.



France has supported the construction of Kalvari class submarine in India through transfer of construction ToT of Scorpene class submarines. With DRDO, Ministry of Defence, Govt. of India Ministry of Defence of India developing Indian weapon and NAVAL GROUP and its subsidiary NAVAL GROUP INDIA committed towards integration of weapon developed by India into French Designed Submarine is a testimony of mutual trust and support envisaged between two democracies.


The Indian Ministry of Defence (MoD) has signed a contract with Naval Group to integrate the DRDO, Ministry of Defence, Govt. of India Electronic Heavy Weight Torpedo (EHWT) into the Kalvari class submarines. This move aims to significantly enhance the firepower capabilities of these indigenously built submarines.



 Bhaskar Kanungo, Chief Strategy Officer (CSO)  at Naval Group stated in his sm post "Contract signed in presence of Defence Secretary, Government of India and senior officials of Ministry of Defence of India and Indian Navy  is aimed towards supporting Indian firepower capabilities to be fired from Indian submarines which shows commitment and partnership between France and India which is much more than industrial cooperation". 


Soumyajyoti Basu, Vice President Sales at Naval Group mentioned in his media post "Lessons learnt in past projects, guide us to a future that looks robust and organised". He added "Future submarine programs in India, new built or after sales, allow immense potential for all of us in the industry. Let us do more for the Indian Navy and project the indigenous capabilities to the world".
