New Delhi, 22 October 2024

Chancellor of the Federal Republic of Germany, Olaf Scholz, will make an official visit to India from October 24-26, 2024, at the request of PM Modi. The visit comes as both nations seek to deepen their already robust strategic partnership, with a particular focus on the 7th Intergovernmental Consultations (IGC), a comprehensive dialogue between the governments of India and Germany.

This visit will mark Chancellor Scholz’s third visit to India in just over a year, following his bilateral state visit in February 2023 and his participation in the G20 Leaders' Summit in September 2023. The frequent exchanges between the two countries underscore the growing importance of the India-Germany relationship in addressing regional and global challenges.

The 7th Intergovernmental Consultations (IGC) - A Framework for Cooperation

The centerpiece of Chancellor Scholz’s visit will be the 7th Intergovernmental Consultations (IGC) scheduled for October 25, 2024. The IGC is a unique, whole-of-government framework where ministers from both countries hold dialogues on their respective portfolios and report back to their respective heads of government. The IGC structure enables the two nations to engage in extensive, multi-faceted cooperation that covers a wide range of areas, including economic ties, defense and security, science and technology, climate action, and much more.

Co-chaired by Chancellor Scholz and PM Modi, this year's IGC will bring together senior ministers from both governments to review progress in key areas of collaboration and identify new avenues for growth. The high-level engagement will cover critical issues such as:

  • Defense and Security Cooperation: The two leaders are expected to discuss ways to bolster defense partnerships, particularly in the areas of joint military exercises, arms trade, and cooperation in cybersecurity.

  • Economic Relations and Trade: India and Germany enjoy strong trade and investment ties, and both leaders will explore ways to further strengthen these links. With Germany being one of India's most important trade partners in Europe, the discussions are likely to focus on increasing bilateral trade, enhancing investment opportunities, and expanding talent mobility.

  • Sustainable Development: With the world grappling with climate change, the two nations will discuss forming partnerships for green and sustainable development. Both India and Germany have shown a strong commitment to renewable energy and reducing carbon emissions, and this visit is expected to result in new initiatives aimed at combating global environmental challenges.

  • Emerging Technologies: Collaboration in the field of emerging and strategic technologies will be a significant area of focus. Discussions will likely include cooperation in areas such as artificial intelligence, quantum computing, and the development of green technologies that can drive sustainable economic growth.

  • Regional and Global Developments: Given the current state of geopolitics, the leaders will also exchange views on regional security issues and key international developments, including peacekeeping, regional stability, and global economic recovery efforts.

Asia-Pacific Conference of German Business (APK 2024)

An important highlight of Chancellor Scholz's visit will be his participation in the 18th Asia-Pacific Conference of German Business (APK 2024), which is set to take place in New Delhi on October 25, 2024. The APK is a biannual forum that brings together leaders from business and politics across Germany and the Indo-Pacific region to discuss emerging trends, opportunities, and challenges in economic and investment landscapes.

PM Modi and Chancellor Scholz will both deliver keynote addresses at the conference, emphasizing the importance of economic cooperation between Germany and the Indo-Pacific region, particularly with India. This year’s conference will be attended by more than 650 top CEOs and business leaders from Germany, India, and other nations. The discussions are expected to focus on enhancing trade relations, investment flows, and collaboration in industries such as technology, infrastructure, and manufacturing.

Given the increasing economic ties between the two nations, the APK is expected to further solidify India’s role as a key partner in Germany’s Indo-Pacific strategy.

Strengthening Defense and Naval Collaboration: Chancellor Scholz’s Visit to Goa

Following the IGC consultations and APK 2024, Chancellor Scholz will make a stop in Goa as part of Germany’s Indo-Pacific deployment strategy. This leg of the visit underscores the growing defense cooperation between the two nations, with a particular focus on naval ties.

In Goa, the German naval frigate "Baden-Wuerttemberg" and the combat support ship "Frankfurt am Main" will make a scheduled port call. This marks an important step in Germany's increasing engagement in the Indo-Pacific region, where security, stability, and free trade are of paramount importance.

Germany’s naval presence in the Indo-Pacific is part of a larger strategy to ensure free and open maritime routes, particularly in the face of regional tensions. India, with its strategic location and strong naval presence, is a key partner in these efforts. Chancellor Scholz's visit to Goa is expected to lead to further discussions on maritime security cooperation, joint exercises, and the expansion of naval partnerships between the two countries.

India-Germany Strategic Partnership: A Relationship Built on Trust

India and Germany have enjoyed a strong and dynamic strategic partnership since the year 2000. Over the years, this relationship has evolved to encompass various sectors such as defense, science and technology, trade, education, and culture. The year 2024 is particularly significant as it marks the 50th anniversary of bilateral collaboration in science and technology between the two countries.

Germany is one of India’s most significant scientific research partners, and the two countries have collaborated on numerous projects across fields such as space technology, renewable energy, and medical research. As both nations look ahead to the future, Chancellor Scholz’s visit will serve as a platform to further enhance this cooperation, with an eye on future innovations and technological breakthroughs.

Additionally, as India and Germany approach the 25th anniversary of their strategic partnership, Chancellor Scholz’s visit will pave the way for deeper bilateral relations. The leaders will work toward aligning their strategic priorities in the face of global challenges, such as climate change, economic recovery, and regional security.

Conclusion: A Forward-Looking Partnership

Chancellor Olaf Scholz's official visit to India in October 2024 is set to further strengthen the long-standing and multi-dimensional partnership between the two nations. Through the 7th Intergovernmental Consultations (IGC), the Asia-Pacific Conference of German Business (APK 2024), and defense engagements in Goa, this visit will cover a broad spectrum of areas—from economic ties and trade to defense cooperation and sustainable development.

The outcomes of this visit are expected to provide a fresh impetus to the India-Germany strategic partnership, fostering greater collaboration in emerging technologies, green development, and regional security. As both countries prepare for the 25th anniversary of their strategic alliance, Chancellor Scholz’s visit will mark a key milestone in the journey toward a future of shared prosperity and mutual growth.
